The Office of Inspector General of the Department of Health and Human Services (OIG HHS), has the authority to exclude individuals and entities who have committed fraud or abuse from participating in Federal health care programs, like Medicare and Medicaid.
Under Federal procurement rules, the Federal government’s General Services Administration also has the authority to suspend, debar, exclude, disqualify or declared ineligible individuals and entities from receiving Federal contracts, certain subcontracts, and certain federal assistance and benefits.
No Federally funded program payment may be made for any items or services furnished by an excluded individual or entity or directed or prescribed by an excluded physician. If such occurs, UC San Diego Health Sciences may be subject to civil monetary fines. Exclusion screening procedures are applied to all UC San Diego Health Sciences’ employees and screenings are conducted prior to hire and every month after an employee is hired.
